To operationalize GOAL it must be explained using minimum number of actions or behaviors that can be seen with your eyes. And if done over time, I will be / do / have GOAL.
Each behavior / action must physically observable. They are tangible.
For example:
Can you observe "be charismatic"? No.
Can you observe when someone smiles when they walk in a door? Yes.
Can you observe someone making eye contact? Yes.
The logic is like this:
When someone does observable action or behavior "X" they will get result "Y."
For example when someone consistently smiles when they walk in a door, they will be more be more charismatic.

Keep arms uncrossed
Face people directly
Enunciate words clearly
